Video taken on the streets of Mount Vernon Saturday night shows a large group of people swarming around a car and people stomping on it.  
According to a witness, the chaos erupted late Saturday night on South Second Avenue.
An Instagram video shows the crowd of people running toward a white car on South Second Avenue,  with some people even climbing on top of the car so it couldn't leave.
William Flued says he was down the street when the incident occurred.
"It looked like it was a dispute that got out of hand and somebody made a call to somebody else where it got out of control," he says.
News 12 watched the video and a witness corroborated it. The incident seemed to occur at the Unity Gardens building at 125 South Second Ave.
When News 12 tried to show the video to Mayor Richard Thomas he was initially resistant.
"At the end of the day, I'm the mayor and I have to lead the city. This is more distractions," said Thomas. "It's just more distractions about stuff that's not relevant."

News 12 went to Mount Vernon police to check if something did happen on South Second Avenue. Police took the video as evidence, saying a police report from South Second Avenue had been filed that same night. It is unclear if the incident was the same one as seen in the Instagram video.
Mount Vernon police have not released a report connected to this weekend's incident citing an ongoing investigation of the matter.
