A White Plains mother was very upset when she and her young daughter spotted a topless teen girl at a pool.
The mother and daughter were beating the heat Saturday by spending the afternoon at the Saxon Woods Pool in White Plains. The mom says there were three teen girls ?horsing around? and that one of the girls suddenly yanked off another?s bikini top.
The mother complained to park rangers, who asked the teen to cover up. However, a 1992 law allows women to go topless in places wherever men can do the same.
?We don?t encourage that. This is a family facility,? Westchester Parks Department Commissioner Joseph Stout says. ?But it is New York state law ? we ask people to be covered up and for the most part they do.?
Many mothers say they don?t think it?s appropriate for topless women to walk around in public parks and pools. Others say they would like to be aware of the situation before bringing their kids to a place where they may see nudity.
?It?s okay to be topless,? Mamaroneck resident Carol Polony says. ?But there should be signs and you should let people know they are entering that type of situation. I don?t think people like to be surprised like that.?
According to the law, women are not allowed to be topless for money or in a lewd way. But parks officials say the pool is patrolled by lifeguards, not lawyers, and that lifeguards can not determine what is or is not indecent.
