A pair of towns in Westchester is leading the way in preparing to slowly reopen.
Yorktown and Greenburgh are already establishing new policies to make the startup process easier.
Yorktown Supervisor Matt Slater says the town will be offering voluntary antibody testing to all of its town employees and expediting permits for restaurants to offer sidewalk service. The town is also installing glass shields at Town Hall to limit potential exposure. 
"I want us to make sure that we're setting the table so that the minute we know we can go, we have the parameters in place," he says. 
Greenburgh Supervisor Paul Feiner says the new normal means that they have to look out for the health and safety of their employees. 
The Greenburgh Building Department installed permanent barriers about a year ago, and now the rest of the town is catching up. 
Officials say the town is building dozens of the Plexiglas barriers for town employees. 
"People are going to be uncomfortable coming back into a place like this, so this just gives it a separation," says Feiner. 
Both towns have committees looking into other public health options to make reopening healthier and smoother.
