A state probe into the events leading up to the scalding deaths of two Yonkers brothers finds two different child agencies failed to follow through with investigations.
Elijaha Santana, 2, and David Maldonado Jr., 20 months, burned to death in a scalding bathtub in July 2005. The mother of both boys, Luz Arroyo, and father to one of the boys, David Maldonado Sr., admitted in January to being in a drug-induced stupor while the children were left unattended.
A probe from the state Office of Children and Family Services has since found Arroyo and Maldonado had case files with child protective services in Erie County and in Westchester County. A report shows both agencies mishandled a total of four investigations of the family from October 2000 to 2005. Caseworkers had been sent to the family?s home after various complaints, but never followed through with their investigation.
