The pinwheel garden represents happiness and safety for all children.
Social Services Commissioner Joan Silvestri and Rockland County Executive Ed Day thanked staff for the lifesaving work they do every day.
"The lives you save. The children you save. Think about that and don't ever give up. Continue what you're doing because you are special people who do god's work," said Day.
