A state Supreme Court judge granted Rockland County a preliminary injunction against the city, Mayor Eric Adams, and the Armoni Inn & Suites.
The county had filed a lawsuit in May, citing the city's lack of authority to establish a shelter outside its boundaries without the cooperation of the county and local municipalities.
County Executive Ed Day says the county already has a severe housing crisis.
He adds quadrupling the number of homeless in Rockland overnight will only compound that crisis and lead to more people living in dangerously inhumane conditions that the county is fighting to fix.
