Ramapo police and Tallman Fire Department were on the scene in the area of Airmont Road at the New York State Thruway overpass.
Officials asked people to avoid Exit 14B going northbound.
The accident caused a large portion in the Montebello section of Ramapo to lose power.
Orange & Rockland utility crews were on the scene.
