When the clock struck 8 p.m. Tuesday, a portion of the local economy in Mount Vernon froze.
The City of Mount Vernon declared a state of emergency Monday amid the coronavirus outbreak, and announced that personal care businesses such as beauty salons, makeup studios, barbershops, spas, massage parlors and nail salons must close by 8 p.m. Tuesday.
All businesses, excluding grocery stores, pharmacies, banks and gas stations have also been encouraged to reduce their hours.
Mayor Patterson-Howard said Monday night that it wasn’t an easy decision, but these types of businesses cannot practice social distancing.
Mayor Patterson-Howard says she believes Mount Vernon is extremely vulnerable to the spread of COVID-19, especially given its proximity to New Rochelle.

She asked Mount Vernon residents to follow a curfew and stay inside their homes from 9 p.m. to 5 a.m., excluding those who are traveling for work. The curfew is not mandatory at this time.
News 12 spoke to a number of business owners and customers Tuesday who said they had no idea that they had to close their shops on Tuesday until they were informed by News 12.
Restaurants may remain open and offer takeout and delivery options only, as recommended by Gov. Andrew Cuomo.
Mayor Patterson-Howard says they’re discussing opportunities to institute curb pickup and parking to lower people’s risk even more.
City Hall will be running limited services but all essential service departments such as police, fire, water and public works will operate at full service.
