The Mid-Hudson region is on track to reach phase three on Tuesday.
This means restaurants will have the greenlight for indoor dining at 50% capacity.
Nail salons, tattoo parlors, tanning salons and waxing services are also among the businesses set to reopen.
Phase three includes gatherings of up to 25 people.
