At least five workers in the Westchester County Planning Department are scheduled to be laid off at the end of the year because of the fallout from the county's controversial affordable housing settlement with the federal government.

An ongoing dispute between Westchester County and the Department of Housing and Urban Development (HUD) led the federal agency to freeze $6 million in federal funding.

Unless the money comes through soon, county officials say nothing can be done to prevent the layoffs.

The dispute is over the county's efforts to implement a controversial affordable housing settlement, signed by former County Executive Andy Spano in 2009, that called for marketing 750 affordable units to minorities in mostly white Westchester communities.
