An animal rights group is calling on Ossining officials to pass a tether law, which would prohibit animals from being chained for long periods of time.
Ossining residents stood outside of the SPCA Westchester Saturday to call attention to an issue that they say has been going on for far too long.
"We know what it's like to be cold without heat,” said Catherine Trocheck, of Ossining. “Think of them that are out there morning, noon and night."
Founder of Cat Squad Rescue, Deborah Pangle, says she and neighbors have complained countless times about a dog that they believe is chained outside for extended periods of time without proper care.
She says that even though she and her neighbors have captured video and photo evidence of the dog chained outside, sometimes in freezing temperatures, the Ossining Police and Humane Law Enforcement have not done much in response.
Animal rights activists say they will continue to fight for stricter regulations. The group says they have over 600 signatures in support of the law in Ossining.
"We want the town of Ossining to care for their animals and be a humane community for all of them,” said Pangle.
