A group of parents is heading to Albany to push for legal compensated surrogacy in New York state.

For years, all Marisa Horowitz-Jaffe and her husband wanted were children of their own. But when they found out they couldn't, they tried every alternative except paying "a woman who is healthy and willing to carry someone else's child."

It is currently illegal in New York to compensate a gestational surrogate for their time, but it is legal in some states.

So Horowitz-Jaffe, of Chester Heights, hired a surrogate out of state and spent tens of thousands of dollars to have twins, a boy and a girl who are both now 7 years old.

Horowitz-Jaffe says documents like charts and medical records had to be transferred from New York to Texas, where her carrier was.

New York Assemblywoman Amy Paulin is pushing a bill that would clearly define who the child's parents are, as well as allow a gestational carrier to give birth to their children without going to another state.
