Gov. Andrew Cuomo (D-N.Y.) and state legislative leaders say they've reached an agreement that will provide income tax cuts to New Yorkers in hopes of creating jobs.

Under Cuomo's plan, a New Yorker making $100,000 a year would save about $400 in taxes a year, while taxes would be raised for those making more than $2 million.

Union members rallying in White Plains say something has to happen in order to help the middle class.

The debate over tax cuts had been centered around what Cuomo called an unfair tax plan, since under the current system, someone making $20,000 a year pays the same marginal tax rate as an individual making $20 million a year. Group rallies for extension of NY 'millionaire's tax'
