People gathered in Suffern Sunday to protest Gov. Andrew Cuomo's micro-cluster strategy, which has put a restrictive red zone around parts of Orange and Rockland counties.

Cuomo says some people are not complying with health protocols in these communities, which include large Hasidic Jewish populations in places like Monsey, Spring Valley and New Square.

But as schools and nonessential businesses remain closed in these areas, community leaders say they feel targeted.

"Gov. Cuomo singled out the Orthodox Jewish communities by creating narrowly designed, Jewish-focused red zones," says Yossi Gestetner, of the Orthodox Jewish Public Affairs Council.

On a call Sunday, Cuomo defended the plan, saying overall the infection rate in these areas is dropping.

"That is great news. It says the focus works, and it says we can get the positivity under control," said Gov. Cuomo.

Rockland's seven-day hot-spot positivity rate dropped from 4.5 to 3.7%.

Over the last week, Orange County's red zone rate is down from 4.6 to 2.6%.
