The fight over a plan to move more juvenile delinquents into the Children's Village in Dobbs Ferry was back in court Monday. The county wants to move its non-secure detention center out of Valhalla to a new facility at the Children's Village. However, its close proximity to an elementary school and the way the project was approved has sent some local and county leaders into an uproar. That is why they are suing Westchester and the Children's Village. The suit claims the county improperly allowed a three-member county panel to approve the contract when it should have gone directly to the board of legislators. The other issue is whether the Children?s Village is exempt from the Dobbs Ferry zoning law that prohibits non-secure detention facilities to operate there. After meeting for more than an hour behind closed doors with the attorneys from both sides, the county judge decided to adjourn the case until Thursday.
