Dutchess County executive looks ahead at Phases 3, 4 of reopening

Shedding stress will be a lot easier when the region enters Phase 3 of the reopening – which is expected to arrive in the Hudson Valley on June 23. 
Phase 3 includes the reopening of massages and spas, nail salons, tanning, waxing, cosmetology and tattoo and piercing parlors.
It also opens indoor dining and bars, limited to 50% capacity. All customers must be kept 6 feet apart or have barriers separating them.
"All towns, villages and cities have agreed to allow outdoor sales, outdoor dining to occur. I signed an executive order that waived those requirements," says Dutchess County Executive Marc Molinaro.
Knowing it's been a challenging and confusing time, Dutchess County is trying to make the process easier with the Dutchess Business Notification Network.
"Ten-thousand businesses receive daily communications from us. We're providing guidance, passing down new decisions made by the state, providing them with things they need," said the county executive.
News 12 asked Molinaro if there was any worry that Phase 3 could be delayed:
"The state identifies new positive cases as a metric to measure but it’s really whether or not those cases have to be hospitalized that make the real difference. If individuals are weathering the disease without having to be hospitalized, we see no reason why the stages or phases would be delayed based on the state’s own guidance."
Phase 4 is scheduled to start after the Fourth of July, but Molinaro says the Mid-Hudson region is pushing the state to begin that phase before the holiday, since it is typically a massive weekend for businesses.
