Day programs for special needs adults are scrambling to resume by Tuesday or risk losing federal funding.
When the virus closed everything down, the federal government created a waiver for special needs organizations to conduct activities virtually and still receive funding. 
That waiver expires on Tuesday, meaning organizations will be penalized for any participants who don't return to their day programming. 
It's a big blow for organizations that have already spent hundreds of thousands of dollars on PPE and bonus pay throughout the pandemic.
"Logistically, its very difficult, financially its devastating. This is just another series of devastating losses. Many agencies are not gonna be able to sustain this they're just not. Its a financial loss we're using more staff, more time," says Jill Warner, CEO of Jawonio.
Warner says they will begin Tuesday with just 30% of participants and scale up as safely as possible.
