Senator Hillary Clinton (D-NY) is trying a new tactic to circumvent the stalled Iraq war resolution.

The House of Representatives voted Friday for a nonbinding resolution opposing President Bush?s plan to increase the number of troops in Iraq. However, a similar vote in the Senate Saturday couldn't get past the starting gate. By a 56 to 34 vote, it was decided not to even bring it up for debate.

On her presidential campaign Web site, Clinton proposed legislation to stop any increase in the number of troops calling the bill the ?Iraq Troop Protection and Reduction Act.? Clinton say the bill would cap the number of troops in Iraq at January 1 levels, making it against the law to send more. Clinton says it is the most effective way to stop the president's escalation.
