Flags were flown at half-staff to remember the lives of 17 people, including eight children killed in the fire.
Officials say the fire was caused by a faulty electric heater. A door that was left open also fanned the flames and contributed to the tragedy.
Several fire safety related bills have passed since last year's fire.
