WASHINGTON - In an interview with CBS, Attorney General William Barr insisted that Special Counsel Robert Mueller should have ruled on obstruction in his report into Russian meddling in the 2016 election.
It comes as House Speaker Nancy Pelosi opens up about why she is being cautious about moving forward with impeachment proceedings.
