6-month state investigation sheds light on illegal housing issues in Ramapo

A six-month investigation into illegal housing across the state found a host of significant and serious problems in one Rockland County town.

A six-month investigation into illegal housing across the state found a host of significant and serious problems in one Rockland County town.
The state Senate's 143-page report on illegal housing exposes a plethora of problems in Ramapo. These problems include homes owned by anonymous LLCs, too-low or nonexistent fines for landlords, and an upsurge in illegally converted properties.
Gordon Wren, Rockland's former director of emergency services, says the findings are no surprise to him.
State Sen. James Skoufis, who led the investigation into Ramapo and three other municipalities in New York, says the state needs to do more to fight illegal housing. Ultimately, though, Skoufis says he holds the town responsible.
Town Supervisor Michael Specht says a state-appointed monitor found Ramapo to be in compliance as of last year. Skoufis says he will use the report to try to get a state monitor in the town again.
