A loophole discovered in the ?buddy system? for sex offenders at a Westchester shelter has community leaders and police calling for change.
When Level-3 sex offenders leave the county-run facility in Valhalla, they are paired up with a chaperone who watches their every move. The same is the case for Level-2 sex offenders who have committed crimes against children age 16 and under. However, the program has a flaw. Certain dangerous sexual predators can leave the facility unattended simply because their victims were over the age of 16.
Westchester County Executive Andy Spano says he is aware of the loophole and is looking into ways to make sure there is the same kind of control on Level-1 and Level-2 sex offenders, regardless of their victims? ages.
