Police say the bubbles overflowed onto Greenwich Avenue and South Church Street, making cleanup more difficult.
Officials are reviewing surveillance footage to identify those responsible.
Police say the culprits will face criminal mischief charges.
Village DPW crews are expected to drain the fountain and rinse away the soap today.
