A vigil was held Sunday to remember a White Plains man who was fatally shot by an off-duty police officer during an argument over a parking space in Dobbs Ferry 25 years ago.

Charles Campell, 37, was killed on Oct. 3, 1996 – but for his loved ones, the tragedy feels like it just happened yesterday.

"I just came from the cemetery,” said his cousin Michael Lynch. “For me, it's always going to be a painful day, but on his birthday I celebrate with him.”

Campbell was shot three times by former NYPD officer Richard DiGuglielmo, who claimed he was defending his father from a bat-wielding Campbell.

DiGuglielmo was released after serving nearly 20 years in prison.
