State police say no charges will be filed against the teenage driver who struck and killed another teen in Kiryas Joel last week.

Police say the driver was not at fault for hitting 16-year-old Aaron Freeman, who was walking along Forest Road last Tuesday night.

Authorities say their investigation shows Freeman abruptly entered the road and was hit by accident.
