Charges have yet to be filed in the case of animal hoarding in Torrington.
Officers served a warrant on Beechwood Avenue last week and found 21 cats, three living dogs, and three dogs that had died.
Most of the animals were in cages without food or water and are all now being evaluated and cared for.
Torrington Animal Control had been investigating over the past few weeks, but say the owners were uncooperative.
