Cuomo signs legislation banning gay and trans 'panic defense'

Gov. Andrew Cuomo has signed legislation ending the so-called gay and transgender defense.
It now bans people who attack or kill a gay person from arguing they panicked because of the victim's sexuality and claiming they were under emotional distress upon learning the victim is gay or transgender.
The legislation would make it so that excuse is not a reasonable explanation.
