Driver identified in Norwood traffic stop that led to police-involved shooting

A car stop turned deadly in Norwood Thursday afternoon, marking the third police-involved shooting in the city this week.

A car stop turned deadly in Norwood Thursday afternoon, marking the third police-involved shooting in the city this week.
The incident began after police noticed that 31-year-old Allan Feliz was not wearing his seat belt while driving.
That interaction quickly took a turn for the worst when police say Feliz didn’t cooperate with officers as they stopped him approaching East 211 Street and Bainbridge Avenue around 3 p.m. 
Video obtained by News 12 shows the moments leading up to the shooting. News 12 is told two officers and a sergeant approached the vehicle with two people inside. After determining the driver had three open warrants, they began to arrest him and when he resisted, a violent struggle began. 
Officials say the sergeant used his Taser, but Feliz wouldn’t give in. Officials say during that struggle, the man shifted the car into drive, making it appear that he was trying to get away. The video captures the man moving the car back and forth with the sergeant still inside the vehicle. A police officer is also seen jumping out of the way, to avoid getting struck.
Police say that is when the sergeant fired one round striking Feliz in the chest. He was pronounced dead at the hospital.
Chief of Department Terrence Monahan says the passenger inside the vehicle was not injured. There is no word yet if he was arrested. All three officers were taken in for evaluation. 
“This remains an ongoing investigation. What can we tell you at this time is the male was found with a substantial amount of cocaine, heroin and molly,” says Chief Monahan.
