With the arctic temperatures and bone-chilling winds whipping around Westchester Tuesday, spring seems like a far away dream.
Forecasters say the temperatures are only in the teens, however, with the wind chill, it feels like below zero. Residents took the advice to bundle up if they ventured outside. Experts say with the deep freeze, frostbite can occur in minutes.
The wind gusts reached 46 mph at the Westchester County Airport. Forecasters say the winds should die down by the afternoon, but the chill will remain.
