Astorino delivers State of the County address

Westchester County Executive Rob Astorino delivered his first State of the County address tonight, focusing on money and taxes.

Astorino took office in January and promised to do something about Westchester having the highest property taxes in the nation.

Last month, he projected a $166 million budget shortfall for next year. He said the only way to fill the gap would be to lay off as many as 1,600 people or increase taxes by 30 percent if unions don't agree to help pay for their own health insurance.

"There's going to be a lot of pain and some unpopular choices and decisions that we have to make," Astorino said before the address.
