Peekskill murder may be revenge crime

(07/28/03) PEEKSKILL - A 20-year-old man was arraigned Monday for allegedly murdering a teen in Peekskill. Now, police are looking at whether the murder is linked to a year-old homicide that involved the two men.

Jason Tinsley is charged with murder after police say he shot and killed William Upshaw outside of Bohlman Towers early Sunday. According to police, the two were involved in a fight last year with German Marquinez over a lottery ticket. Upshaw was later charged with the shooting death of Marquinez and at trial police say Upshaw named Tinsley as the shooter. A jury acquitted Upshaw of all charges. Tinsley was convicted of assault and sentenced to time served.

Police say they are investigating to see if last year's crime had anything to do with Upshaw's death.

Meanwhile, Upshaw's friends and family are trying to cope with his death.
