Police foil a plot to kidnap and blackmail a judge in Mount Vernon

A 25-year-old man is under arrest after allegedly plotting to kidnap a judge.

Police say inside Bassel Conn's Mount Vernon home they found weapons and a detailed letter on how he was going to kidnap and blackmail an out-of-state Supreme Court judge in hopes of getting two people out of jail.

According to police, the plans included instructions on how to conduct surveillance of the judge. Police say Conn plotted to abduct and force the judge into a compromising position with a 10-year-old girl while he videotaped it and took pictures. They say the next step in the plan was to release the judge and force him to let two people out of jail.

Police say other arrests in the case are pending.
