Nationwide manhunt for suspect ends after Peekskill businessman surrenders

The man accused of repeatedly raping a 10-year-old surrendered in Peekskill Monday. Richard Bell, a successful plumbing contractor, was the focus of a nationwide manhunt over the weekend. Police say the 68-year-old man raped a girl in the community continually for the past three years. When they searched Bell?s home last week, police found a cache of firearms in his garage. Kevin Kitson, Bell?s attorney, says his client is being unfairly treated by the police and the Westchester District Attorney?s office. Kitson says he advised his client to wait until Monday to surrender to police because there is no access to the court system on Friday or the weekend. Kitson also claims his client has permits for all his guns. Bell will be back in Peekskill City Court next week. He is currently being held at the county jail without bail.
