Scalding death of two Yonkers toddlers prompts changes at Westchester DSS

Changes are underway at the Westchester Department of Social Services after two Yonkers boys died from a scalding last month. Elijah Santana and his half-brother David Maldonado Jr. were scalded to death in their bathtub. During a hearing in White Plains Tuesday, county legislators questioned the county's social service commissioner about what went wrong. The commissioner said the department should not be blamed for the deaths of the two boys. DSS officials say the worker assigned to the case did not visit the family for nearly two months and that should have been noted in the case files. Now, the supervisor may be disciplined for not following up after the caseworker admitted she didn?t do her job. As a result of the deaths, the department will now require a monthly review of all cases. The department will also re-issue a list of procedures to employees. The boys' mother, Luz Arroyo, has been charged with negligent homicide. David?s father, David Maldonado, faces two counts of second-degree manslaughter.
