One dead after van and scooter collide on highway in Harrison

An accident between a motor scooter and a delivery van on I-95 in Harrison claimed the life of a Brooklyn man.

State police say a Vespa-type scooter driven by 26-year-old Joseph Noonan, of Brooklyn, was only going 40 miles an hour in the center lane of the busy highway. Witnesses told the police Noonan was moving so slowly that cars and trucks were passing him at high speeds trying to get around him. Noonan apparently cut of a delivery van, struck the left front bumper and was pulled underneath.

Traffic on northbound I-95 was backed up as far south as the tolls in Pelham as investigators gathered evidence. Police say no charges will be filed against the driver of the van.
