A man who was once responsible for overseeing all of New York state's prisons, including Sing Sing in Ossining, has been charged with forcibly touching and repeatedly harassing a male employee.

The incidents allegedly occurred while he was director of operations for the Special Investigations Unit in the state Department of Corrections.
