Tarrytown residents demand answers in manhole deaths

Residents attended a Village of Tarrytown meeting Monday night to demand answers surrounding the Labor Day deaths of two men after they descended into a manhole.

John Kelly and Anthony Ruggiero were killed Sept. 6 when they climbed into a manhole and succumbed to low oxygen levels inside.

A report by the Public Employee Safety and Health Bureau found four major violations in the protocols and rules set out by the village for work within manholes and other confined spaces.

Village leaders say that they have to follow very strict protocol when redesigning the rules for work in manholes.

The village has until Feb. 22 to respond to the report before it is fined $200 a day per violation.
