Housing monitor: WC 'in breach' of fair housing settlement

A federal housing monitor has declared Westchester is "in breach" of the agreement between the county and federal government over fair and affordable housing.

The agreement, reached in 2009, requires the county to provide affordable housing to minorities in mostly white and wealthy communities.

The report cites County Executive Rob Astorino's (R-Westchester) veto of an anti-discrimination law and bringing a possible contempt of court citation and fines to the county.

The monitor's report also demands that the county analyze local town zoning laws and suing municipalities that don't comply with the county.
