Tarrytown leaders to review deadly manhole incident report

Tarrytown village leaders are expected to take a look at an independent report on a deadly manhole accident that killed two village employees last year.

Volunteer Tarrytown firefighter Anthony Ruggiero descended into a 20-foot manhole on Labor Day 2010 and wound up collapsing at the bottom. Another volunteer firefighter, John Kelly, went in to save Ruggiero but was also killed.

An investigation by New York State revealed that neither Kelly nor Ruggiero were wearing proper breathing equipment, and that both died due to low oxygen levels in the sewer. The state has already blamed the village for failing to provide the training, programs and policies required by law.
