YONKERS - Yonkers Mayor Mike Spano has drawn up his city budget proposal. 

The spending plan does not call for cuts to city services. 

Under the proposal, the city would absorb $10 million of the Board of Education's budget but city property and income taxes would go up. 

The Yonkers City Council can still make changes to the budget proposal.
