CARMEL - SPCA officials are searching for the owner of a severely neglected dog in Carmel.

Veterinarian Allison Glassman says the dog arrived at her animal hospital Tuesday in serious condition.

"His hair was matted to the point where it came off in one piece. He had a large tumor on the top of his head that actually had maggots in it," says Dr. Glassman.

An X-ray revealed another tumor that required emergency surgery to remove the dog's spleen.

Jodi Chanza, a former technician at Roosevelt Veterinary Center, discovered the poodle-mix. She says she spotted the dog stumbling along Drewville Road.

The Putnam County SPCA says someone needs to be held responsible.

“When it comes to abandonment of an animal, when it comes to the neglect, they are arrestable offenses," says Ken Ross, of the Putnam County SPCA.

The animal hospital is hoping to make the dog available for adoption as early as next week.
