MOUNT VERNON - The alleged gang member charged in the shooting death of a 13-year-old Mount Vernon girl on New Year's Eve also worked for the city, News 12 has learned.

Federal and local law enforcement officials accuse David Hardy, 21, of firing shots at 28-year-old Prince Scott on Dec. 31 in an apparent gang fight. 

City personnel documents show Hardy worked at Lorraine Park, which has been renamed for the late rapper Heavy D, as a recreation specialist. Sources say he's worked for the city since June 2016 and is still on the payroll, and he allegedly lied about his criminal past on the application.

Scott, the intended target, was wounded in the arm but survived the shooting. A stray bullet struck Shamoya McKenzie in the head while she was returning home from basketball practice in her mother's car on East Third Street.

Authorities say Hardy fled to North Carolina after the shooting. The FBI became involved because the investigation crossed state lines.

Pearl Thomas, McKenzie's cousin, says the family is struggling to deal with the loss.

"It will never be the same without Shamoya around," she says.

Hardy faces a charge of second-degree murder. Investigators describe both him and Scott, the intended target, as gang members with long criminal histories.

Hardy was on parole at the time of the shooting. Police say he may have more charges pending. He's due back in court next month.
