WHITE PLAINS - County Executive Rob Astorino announced that the county is above the benchmark in the number of affordable housing units called for under a settlement deal seven years ago.

The settlement stems from a deal struck between former County Executive Andy Spano and the Department of Housing and Urban Development, as well as a lawsuit charging Westchester's zoning laws were discriminatory.

The deal stated that the county had seven years to have financing and building permits in place for 750 affordable housing units in 31 mostly white communities. The deadline falls on Dec. 31.

Astorino said Tuesday that the county is above the benchmark with 790 units and 100 more in the pipeline. He called the settlement a federal overreach and used Tuesday's announcement to call out critics who alleged that local municipalities were discriminating against minorities.

"We found no evidence that zoning was exclusionary on basis of race," said Astorino.

HUD officials still need to approve the county's assessment of impediments, identifying barriers to build affordable housing. Astorino hopes that portion will be approved in early 2017.
