YONKERS - Westchester County Executive Rob Astorino is calling the Department of Housing and Urban Development incompetent after statements made by its regional director.

It appears thousands of pages of documents submitted by the county about where low-income housing shouldn't be located may have been ignored by HUD.

When the county listed watershed issues as an impediment to building housing in certain places, including Pound Ridge, it appears HUD looked the other way.

Holly Leicht, regional director of HUD, told the Westchester County Board of Legislators that she didn't know there was a watershed issue in Pound Ridge.

The county apparently provided eight documents to HUD over the last six years as part of the legal settlement with the U.S. Department of Housing and Urban Development to build and promote affordable housing in some of the county's wealthiest communities.

Due to Leicht’s statement, Astorino believes HUD never read any of those documents, and also withheld $25 million of federal grant money earmarked to help some of Westchester's neediest residents

News 12 spoke with Leicht, who said no one left the meeting confused. She believes the county is on track to meet the goal of building 750 units of affordable housing before the end of this year.

Astorino says they are on track, but that he will continue to battle the federal government, believing they should not be the ones who decide who lives where. He believes that decision should be up to local governments.
