NEWBURGH - The SPCA says an abandoned dog’s death in Newburgh may have been preventable, had authorities responded more quickly.

Neighbor Anthony Denizard says he found the dog Tuesday at 34 Carter St. a city-owned lot, behind a piece of plywood and a blanket, with a bag of food nearby.

Denizard says he called City of Newburgh police right away. After he posted about it on Facebook the next day, the SPCA arrived.

SPCA officials say that they only learned of the dog's plight Wednesday.
