PORT CHESTER - A child from Port Chester is lucky to be alive after falling from his family's apartment window to the concrete below.

The incident happened Sunday afternoon at 13 Weber Drive, off Midland Avenue in Port Chester.

Xion Price, 2, fell three stories after he climbed up on a bed near the window. He fell onto the ground and was seriously injured.

Grandmother Debra Oliver says her daughter didn't even know her son had fallen until a neighbor came to tell her.

Xion was rushed to Westchester Medical Hospital and had surgery to relieve swelling on his brain. He is now in stable condition, according to the family.

Neighbors say there used to be bars on all the windows, but they were taken down. Now, they are concerned about the safety of their children. 

The complex is operated by the Port Chester Housing Authority. The authority told News 12 that the incident is a horrible tragedy and that it plans to fully cooperate with authorities. It says there are a number of housing regulations that need to be met before bars are put back up in the windows.
